To a dutch national cyber security center (NCSC)
Bundle knowledge and assessment
On 1 January 2012 the national cyber security center (NCSC) starts. The opening of the NCSC is a step in strengthening resistance of dutch society against ICT-disturbances. The center develops and offers assessment, advice and support. It will respond to threats or incidents and reinforce crisis control. The former computer emergency response team of govcert.nl goes on in the new center.
The NCSC is a public-private collaboration and has to grow step by step as the cooperation platform for cyber security of the netherlands. First the NCSC concentrates on narrower cooperation between different parts of the central government. Besides the ministry of safety and justice also participate the ministries of economic affairs, agriculture and innovation, interior affairs and caribbean relations, defense and foreign affairs. Other important public cooperation partners are the national intelligence and security centre, the national forensic research centre and police.
The cooperation is in joint created programs. Also liaisons from various parties are placed in the NCSC center. In the national cyber security strategy determined February 2011, the fight against disturbances in the digital infrastructure is a complete approach.
Substantial beginning
As soon as the public parties are anchored sturdy in the NCSC, cooperation with the private parties is added. First vital sectors such as telecom and energy service will be approached. Disturbances in the ICT-infrastructure in vital sectors can degenerate and dislocate society. Therefore these sectors are priorities of the center. In total seven vital sectors will profit from center knowledge and products.
So public-private cooperation forms the basis of the center. Because the ICT response board -in which experts of governments and private parties participate- is housed within the NCSC, a substantial begin is made. The board is activated by large threats and emergencies, starting from that the cooperation will go further away.
Puzzle
The bringing together of knowledge and assessment from government, companies, universities and international contacts leads to a better picture of possible digital threats. The knowledge is now spread across digital society, every party posseses an own piece of the puzzle. The NCSC will collect the pieces and will make the picture complete. With an optimal picture, precautions and proper answers to possible incidents can be made.
